This Leaflet relates to the numbering of freight trains crossing at least one border in Europe. It takes account of the needs of the train operating companies (TOC) carrying freight traffic, as well as the needs of the infrastructure managers (IM). Application of the Leaflet will ensure that international freight trains can be identified throughout the whole of their journey according to uniform principles and by purely numerical means. The numbering system is also designed to ensure that future changes in the use of numbering can be made in adequate groups of numbers and that future traffic developments can be accommodated. The analytical breakdown of trains numbers will make it possible to identify an international freight train. It will also be possible to deduce the type of freight traffic involved (combined traffic, group traffic, special purpose train), as well as the direction of running of the train. The body responsible for allocation of the train number is the national infrastructure manager. The following IMs are the ones responsible for numbering: RFF, ÖBB-Netz, SBB Infrastructure, VPE, DB-Netz. The traditional transit countries (France, Austria, Switzerland, Hungary and Germany) administer all the cross-border train numbers. For this purpose they hold their own sets of numbers which they assign to the services allocated to them. For services which do not affect their own network they may appoint other IMs to undertake the numbering. Separate sets are numbers are used for services passing through at least four countries and services affecting no more than three countries. Services passing through at least four countries are numbered in specific series of numbers used only once for the whole of Europe. In the case of the other services, the train numbers are allocated several times over. Trains in Ireland and trains used only on the wide-gauge networks of Eastern Europe are normally defined according to specific rules.
