This part of EN 16186 applies to new designs of driver's cabs of conventional and high speed interoperable rolling stock taking into consideration the recommendations given in Annex K on the application of the standard (migration rule). Conformity with this part of EN 16186 is resulting in cab designs that are deemed to comply with the driver's tasks associated with interoperable rolling stock. This part of EN 16186 applies to driver desks installed on the left, on the right, or in a central position in the driver's cab. Due to cab space and resulting desk integration constraints, desk layout can vary. This part of EN 16186 applies to OTMs in driving mode only and not in working mode. NOTE 1 For OTMs, see also EN 14033-1 and EN 15746-1. This part of EN 16186 defines anthropometric measurements of the driver, general design rules for layout and access to the cab (for conformity assessment), forward visibility conditions, including reference positions of line-side signals to be considered, assessment methods for requirements on layout of the cab. Due to railway systems constraints the level of comfort provided to the persons within the defined anthro-pometric range may vary for the extremes in height. Persons outside the anthropometric range may face some discomfort. Requirements related to persons outside the anthropometric range are covered by the operators' safety management system. The operator's safety management system should address the potential restriction of front visibility, if the driver uses extreme seat positions combined with extreme body heights. The interior layout of the cab design following this part of EN 16186 is based on the application of a user centred approach, taking into consideration the target user population. Consideration has been given to the anthropometric measurements of the user and to the tasks that will be carried out, in order to determine the layout of the cab for safe and efficient operation of the train. There are three kinds of requirements labelled by REQ numbers: a) Objectives: Objectives are labelled by the term "objective" and are expressed by "should". Objectives themselves are not subject of assessments. Objectives provided by this part of EN 16186 are deemed to be fulfilled by the application of this part of EN 16186. b) Recommendations: Recommendations are expressed by "should". A recommendation is only subject to assessment if the REQ is chosen by the applicant. c) Normative requirements: Normative requirements are expressed by "shall" and represent the comprehensive set of interoperable requirements. They are subject to assessment. NOTE 2 Assessment is a process of validation performed by an assessor, e. g. a notified body or a quality inspector. If a requirement contains an option, the choice of this option is purely up to the applicant.
