Defines and establishes the relationship between TCs with horizontal functions and product TCs, and specifies procedures both for the assignment of those functions to TCs and for the use of basic publications. TCs dealing with subjects relating to a horizontal function are expected to follow the provisions of this guide, which is to be used in conjunction with the ISO/IEC Directives.
